Start With a Pavement Condition Evaluation
Before a municipality can plan improvements effectively, it needs a clear picture of what it has and how fast it's deteriorating.
A pavement surface condition rating evaluates the existing condition of streets across the system and assigns ratings based on the type and severity of distress. Combined with street system mapping, this gives a municipality the information it needs to prioritize work: which streets are failing fastest, which ones have more useful life remaining, and how to sequence improvements to get the most out of available funding

Coordinate Underground Utilities While the Street Is Open
One of the most practical principles in municipal infrastructure work is this: when you tear up a street, address everything underneath it at the same time.
Varela's work on the Othello 1st Avenue reconstruction is a good example. Over three sequential funding packages, the project reconstructed 5,400 lineal feet of roadway. Alongside the street work, the project also replaced leaking water mains, installed stormwater conveyance systems, repaired failing sidewalk sections, and constructed ADA-compliant ramps. The final asphalt lift incorporated high-tensile strength fiber, producing a stronger, more durable surface at a lower cost than a standard section.
Coordinating that work into a single project rather than multiple separate ones reduced disruption to the community and delivered significantly more value per dollar spent.
Funding Transportation Projects
Street and sidewalk improvements are among the most consistently fundable types of municipal infrastructure in Washington State.
The Transportation Improvement Board provides grants for roadway and pedestrian safety projects specifically for smaller communities. Federal transportation programs offer additional funding for eligible projects. The Community Development Block Grant program can fund sidewalk and pedestrian infrastructure improvements in qualifying areas.
These programs exist because the state recognizes that smaller communities can't fund major transportation improvements from local revenues alone.
